<p style="font-weight: normal; font-size: 14px; word-spacing: 0px; text-transform: none; color: rgb(0,0,0); text-indent: 2em; font-style: normal; font-family: Simsun; white-space: normal; letter-spacing: normal; background-color: rgb(255,255,255); font-variant-ligatures: normal; font-variant-caps: normal; orphans: 2; widows: 2; webkit-text-stroke-width: 0px">五是统筹国内国际两种资源，落实&ldquo;一带一路&rdquo;国际合作发展战略。习近平总书记指出，&ldquo;共建&lsquo;一带一路&rsquo;倡议不是对外援助计划，而是共商共建共享的联动发展倡议&rdquo;。要充分发挥市场在资源配置中的决定性作用，支持企业以PPP模式参与&ldquo;一带一路&rdquo;项目建设。加强多双边合作，推动市场开放和政策协调，提高项目落地率。在论坛开幕前，财政部PPP中心和联合国亚太经社会(UNESCAP)共同签署了关于PPP方面的合作备忘录，双方将加强在制度建设、机构能力和市场开发等方面的合作，发挥PPP模式在亚太地区经济发展中的作用，为区域治理和发展贡献中国智慧和力量。随后，阿赫塔尔副秘书长在主旨发言环节将进一步阐述UNESCAP对PPP合作模式的理解和认识。</p>
