<p style="padding-bottom: 0px; widows: 2; text-transform: none; background-color: rgb(255,255,255); font-style: normal; text-indent: 2em; margin: 10px 0px 0px; padding-left: 0px; letter-spacing: normal; padding-right: 0px; font-family: &quot;Microsoft YaHei&quot;; white-space: normal; orphans: 2; color: rgb(102,102,102); font-size: 16px; font-weight: 400; word-spacing: 0px; padding-top: 0px; font-variant-ligatures: normal; font-variant-caps: normal; -webkit-text-stroke-width: 0px; text-decoration-style: initial; text-decoration-color: initial">会议指出，要切实兜牢基层&ldquo;三保&rdquo;底线，确保不出问题。一是多渠道安排资金。中央财政通过采取新增财政赤字、发行抗疫特别国债、大力压减中央本级支出等措施，加大对地方财力支持。中央对地方转移支付达到83915亿元，比上年增加9500亿元、增长12.8%，增量和增幅都是近年来最高的，并重点向中西部和困难地区倾斜。其中，县级基本财力保障机制奖补资金增长10%、均衡性转移支付增长10%、老少边穷地区转移支付增长12.4%。二是优化资金管理方式。压实保障责任、阶段性提高地方财政资金留用比例、加快下达转移支付预算，确保资金下沉到基层。三是加强监测督导和库款调度。完善&ldquo;中央到省、省到市县&rdquo;的监控机制，及时跟踪监测各级库款情况，按日实施县级工资保障监测预警，逐月实施地方基层财政库款保障情况通报，层层压实责任，切实保障基层&ldquo;三保&rdquo;支出需要。省级财政要切实担负起主体责任，统筹中央转移支付和省级自有资金，加大财力下沉力度，对县级的转移支付规模只能增、不能减，确保县级财力不低于上年水平。县级财政要全面落实保障责任，坚持&ldquo;三保&rdquo;支出在预算安排和库款调度方面的优先顺序。</p>
