<div class="over_x"><P>北京麦田房产副总经理吴存胜认为,京版“国八条”细则完整性非常好,同时延续了去年一系列调控政策的严厉程度。</P>
<P>细则中“差别化住房信贷政策”和“限购政策”非常明晰和严格,尤其是对“非北京市居民购房要提供5年以上在北京缴纳社会保险及个人所得税的证明”,严厉程度出乎意料,对外地人在京购房的限制程度较高。这条细则对房地产市场会产生两方面影响:</P>
<P>首先,短期内交易量下滑。这条细则使一部分有购房计划的群体失去了购买资格,暂时退出购买市场。同时,一些业主在细则出台后没有资格继续购房,会考虑停止出售已有房屋,市场上房源供应量也会减少。购买需求和供应需求均受到抑制,短期内会影响交易量。</P>
<P>其次,房价上涨势头消弱。如果成交量下滑,长时间低位运行,房价也会随之受到抑制。同时,政策的出台往往会带来观望期,观望群体期待房价下降,心态不稳,卖方心态也会受到影响,房价很难上涨。</P>
<P>北京麦田房产副总经理吴存胜表示,政府出台一系列调控政策,目的是保证房产市场的健康发展。细则中也加大了对保障性住房和公租房的建设力度,确保加大房产市场供应量。吴存胜表示,希望这些细则能尽快落实,保障房产市场的长远有利发展。</P>
