<p style="widows: 2; text-transform: none; font-style: normal; text-indent: 2em; letter-spacing: normal; font-family: SimSun, Arial, Helvetica, Tahoma, “宋体”, sans-serif; white-space: normal; orphans: 2; color: rgb(25,25,25); font-size: 14px; font-weight: normal; word-spacing: 0px; font-variant-ligatures: normal; font-variant-caps: normal; -webkit-text-stroke-width: 0px">计划提出，到2022年，区域年综合利用工业固废量8亿吨，主要再生资源回收利用量达到1.5亿吨，产业总产值突破9000亿元，形成30个特色鲜明的产业集聚区，建设50个产业创新中心，培育100家创新型骨干企业；区域协同机制较为完善，基本形成大宗集聚、绿色高值、协同高效的资源循环利用产业发展新格局。</p>

<p style="widows: 2; text-transform: none; font-style: normal; text-indent: 2em; letter-spacing: normal; font-family: SimSun, Arial, Helvetica, Tahoma, “宋体”, sans-serif; white-space: normal; orphans: 2; color: rgb(25,25,25); font-size: 14px; font-weight: normal; word-spacing: 0px; font-variant-ligatures: normal; font-variant-caps: normal; -webkit-text-stroke-width: 0px">计划还要求以集聚化、产业化、市场化、生态化为导向，加快建设山西朔州等25个工业固废综合利用基地，促进优势资源要素集聚。以现有产业园区和骨干企业为基础，在天津子牙、河北定州、山东临沂、河南许昌、内蒙古包头等地建设15个再生资源产业园区，通过技术改造、产品升级、管理优化等方式打造绿色园区，推动技术、标准、政策、机制协同创新。遴选发布一批工业资源综合利用协同提升重点项目，培育一批工业资源综合利用领跑者企业，促进资源综合利用产业跨区域协同发展和有序转移。</p>
